I'd like to recommend the Haruhay Dream Resort on Mactan Island. I am used to stay there for a couple of nights in case a fiesta is to much close the the fence of our subdivision. They offer rooms from 1500 PHP up to 2000 PHP. They do not have access to a beach on their property, but there are some places to reach in walking distance. Therefor you can find a swimming pool and a well prepared tennis court. The Resort is located in Marigondon, close to the Plantationbay Resort.
I like it because it is very quiet and you can catch up with foreigners and expacts who also like the restaurant which offers a wide range of European food as well at affordable prices. The owner is an Austrian. I gonna post a link if requested.
