I wonder if anyone who is married to a Filipino has gotten a 13a and then not stayed in the Philippines full time? What are the rules and how long can a person with a 13a stay out of the Philippines since I believe there is an annual fee that has to be paid, and when is that annual fee due?

13(a) visa holders have to report to BI during the first 60 days of each year present their I-card and pay a small fee (P240? or so). If you are out of the country at that time it's okay. I don't remember the time out of country limits to keep your visa active. But if a person regularly leaves the country each year just being a balikbayan (derived from marriage to a balikbayan) is cheaper.
